In this excerpt, Dr. Jason Deitch shares on taking responsibility for our own health and understanding the health care account option.<br/><br/>Dr. Deitch is the co-author of the best-selling book &#8220;Discover Wellness: How Staying Healthy Can Make You Rich.&#8221; Dr. Deitch is also the founder of Discover Wellness Center and the Chief Wellness Officer of the Master&#8217;s Circle and WellCall, Inc.<br/><br/>Kevin: We&#8217;re about 20 minutes into the call. Dr. Deitch, I want to take it back to the consumer here and I want to talk about this team. This team sounds a little bit overwhelming. From someone that may be thinking they don&#8217;t have the money to be supporting a team to help with their health. What can you say about that?<br/><br/>Dr. Deitch: Yeah. That&#8217;s always one of the first things that comes up. Here&#8217;s my belief on this. The reality is that more people these days have a greater financial stake in their health or sickness than ever before. There&#8217;s a growing trend that I predict will continue to grow, obviously depending on what happens as our new president comes in and what policies may take place, but the reality will be no matter what happens, consumers will be at greater risk financially the more they are at greater risk with their health. Thuat&#8217;s just going to be the trend.<br/><br/>So what really needs to happen for people is they have to realize that their health is their responsibility. Our health is our responsibility. Up until recently I believe that the consciousness that people have had, consumers have had, is that, &#8220;If it has to do with my health it should be covered by my insurance.&#8221; It&#8217;s the only place in our economy that we believe should be free and taken care of. I think it&#8217;s our responsibility as providers to start waking people up to the facts.<br/><br/>The facts are that your health insurance is really more like your car insurance. Most people don&#8217;t expect their car insurance to cover gas and tires and wipers and even little minor fender-benders. Most everybody knows that if you go to your insurance if you have even a minor fender-bender, what&#8217;s going to happen to your insurance rates? They&#8217;re going to go up. So most people have been trained to Understand that. In healthcare we haven&#8217;t gotten that point across. We need to.<br/><br/>The trend that I predict and we write about in the book, our last chapter is &#8220;Staying Healthy Can Make You Rich&#8221; is really all about the new trend of high- deductible health insurance plans and health savings accounts. There may be some controversy about it. It&#8217;s not perfect for everyone in every circumstance but there is a large population of people that they&#8217;re great for that really could be putting pre-tax dollars into their own health savings accounts that would allow them to do one of two things. I think this is the opportunity and I think this is really where it gets, not everybody but most people most of the time are going to benefit and be able to use dollars to be able to invest in their health by using what I think of as inexpensive healthcare modalities. One of two things will happen. Either you&#8217;ll be able to use your health savings account money when recommended by a doctor for qualified medical expenses&#8230; A chiropractor is the perfect type of doctor because they tend to be holistic by nature and this ties back into creating a wellness network. So under the laws, and if those people who are using health savings accounts, when a service is recommended by a doctor, by a chiropractor perhaps, it could be a naturopath or others, that service then can be qualified, may be qualified, obviously check your laws and all of those things to not misinterpret what I&#8217;m saying, but those are qualified expenses to be paid for with pre-tax dollars. Now that gives you an instant 30 to 40 percent, depending on your tax bracket, savings on these types of services, which is tremendous.<br/><br/>The best opportunity really is for people to understand that when they are investing in their health and these types of services that they are in fact able to also save and kind of create an additional retirement fund. So if you&#8217;re not able to use your health savings account money, let that accumulate, you can in fact accumulate hundreds of thousands of dollars over your lifetime, if you start early enough, for your retirement. You&#8217;ll probably use this money sooner or later at some point in time, but to be able to accumulate hundreds of thousands of dollars of pre-tax dollars as an additional retirement account, gives you a very good incentive to want to do what you can to get well and stay well. I believe, as I said, for most people, most of the time, getting and staying well is a majority of the things you can do for yourself. Then you have additional support and help from those providers who can help you with the things that you can&#8217;t necessarily do for yourself.<br/><br/>Kevin: Right. Some people may not know exactly what a health savings account is. Can you just briefly explain that? I didn&#8217;t realize that they can accrue interest. Is that correct?<br/><br/>Dr. Deitch: Yes, they do accrue interest. It&#8217;s very much like an IRA or an additional retirement account of sorts. You accumulate your money. You get to keep it. It&#8217;s yours. That&#8217;s the incentive. That&#8217;s the point. And that is really the essence of how staying healthy can make you financially rich. We mean rich in all sense of the word. We know that richness in life is your ability to have freedom and freedom comes from your ability to be healthy and well and make the choices you want to make because you&#8217;re not hindered by some sort of health condition that prevents you from doing that. But financially, yes, you can retire with hundreds of thousands of dollars if you follow this program that we talk about in the book, by following these recommendations.<br/><br/>A health savings account is something that has recently become popular, because of new laws passed only two years ago, that is a bank account that you have to have a high-deductible health plan, a qualifying high-deductible insurance program plan that would allow you to then get a health savings account and put, every year it changes, it&#8217;s approximately 2,900 dollars per year or approximately over 5,000 dollars for a family, to put that money, pre-tax like you would a retirement account, pre-tax, into your own account that is your money. If you don&#8217;t spend it you keep it. I think that is a tremendous incentive for people to invest in their well being so they don&#8217;t have to spend it. It&#8217;s there if you need it and many of us are going to require a greater and greater security blanket. After several years you can have tens of thousands of dollars in your own account, which again is pre-tax dollars to spend on any type of healthcare or medical care that may be necessary to supplement these high deductibles 2, 3, 4, 5 thousand dollars at a time. If you&#8217;re doing this properly you&#8217;ll have that money in an account so you in fact don&#8217;t really have the risk that you may have even if you go through a traditional insurance program.<br/><br/>People think that if you have a low deductible, maybe 500 or 1,000 dollars, which used to be traditional, that you were in a much safer position. What people need to learn more about are these new types of plans. If you do find yourself having high expenses in many cases the low-deductible plans also may have what they call an 80/20 policy where you&#8217;re still responsible for 20 percent of your co-payments. Your out of pocket expense can add up very quickly if you were to need and use your insurance. The high-deductible plans, although you&#8217;re responsible for your first deductible, maybe 1,000, 2,000, 3,000 dollars, many of these plans cover you 100 percent once you&#8217;ve covered your deductible. So depending on your perspective and your attitude as to how you choose to use your insurance will depend on really how you use it. I think that there is a tremendous education for most people to realize that it&#8217;s far better to put that money into your own pocket, far better for you to become more responsible for your own health, accumulate those dollars, have access to any type of provider you would like to see and pay them directly for it. Because the reverse psychology is that many people, and I know people and I&#8217;m sure you do too Kevin, that go, &#8220;I pay a fortune for my health insurance. I&#8217;ve got a sniffle, I&#8217;ve got a sneeze, I&#8217;ve got an ache and a pain, I&#8217;m going to the doctor because I&#8217;m paying for it. I&#8217;m going to get my money&#8217;s worth.&#8221; There&#8217;s a lot of critics that may argue that people don&#8217;t get the care that they need. I will argue that there are too many people that are almost hypochondriacs about it because they think that they&#8217;ve got to go get care because they&#8217;re paying for it.<br/><br/>I just don&#8217;t think consumers are yet educated enough consumers. And that&#8217;s our job, that&#8217;s our role. I think that&#8217;s the potential that&#8217;s going to really help a new paradigm come into place. Doctor means teacher and as healthcare providers I don&#8217;t think our job is to do things to people, it&#8217;s really to teach them a better way. We will see how things evolve with our new president but there must be a better way. This is because there are too many choices that leads to confusion as to which plan will serve the health needs of them and their family. By learning some basics about health insurance, one can easily get a health insurance plan that is right for their needs.<br/><br/>Most of the health insurance plans are got by going through the employer. These days most companies provide health insurance to its employees through a group plan. As most of the employees will be covered through a group, the premium for health insurance comes down. Many of these plans are designed not only to cover the employee but also the family members of the employee. Although this increases the premium paid out, the plan covers the entire family thereby increasing the benefits of the plan. To go by this route through the employer, one needs to check with the department of human resources in the company and check the policy of the company towards health insurance. Every employee should be able to begin an individual health insurance plan through the group scheme at any point of time during the tenure with the company.<br/><br/>If you are in between jobs and were previously covered by your employer in the earlier job, the COBRA law entitles you health insurance coverage continued from the coverage you had on the earlier job. This law is passed by the government to protect your health interests and will provide you health insurance although the premium might be increased from what it was earlier. If the insurance coverage was extended to the entire family, the law will permit the continuance of the full coverage for a particular period.<br/><br/>However, there are many millions of people in America who are not covered through a group health plan provided by an employer. For such people, the insurance companies offer individual plans. The people under this are mostly those who are self-employed or people who are not provide with health insurance by the employer or those who do not qualify for aid from the government health insurance like Medicaid or Medicare. However, these individual plans are dearer in comparison to the premium paid in the group insurance plans. These plans can also cover other family members by paying extra premium. Getting an individual plan is quite easy as most of the insurance companies provide these plans. One can search through the internet also for more information on these plans. Some sites might help you get a comparison in terms of pricing and other details between various plans.<br/><br/>Another avenue that needs to be remembered is federal health aid. People above 65 years or those with some kind of disabilities as mentioned in the guidelines of the government can apply for Medicare. Income based insurance program provided by the government is Medicaid. One must remember that health insurance is very important and whatever avenue is chosen to achieve this is not important. <div>According to the United States Census Bureau, 87.7 percent of Ohioans had some form of health insurance coverage during 2005, while 12.3 percent were not insured at any time during the year. Additionally, 14 percent of Ohio residents under the age of sixty-five did not have health insurance during 2005.<br/><br/>AFFORDABLE HEALTH INSURANCE OPTIONS IN OHIO<br/><br/>Most Ohioans who have health insurance are covered by either employer based plans or government programs. What options are available for individuals who do not have access to such coverage? Ohio Department of Insurance Director, Ann Womer Benjamin, references the &#8220;increasing number of options with Health Savings Accounts. There may be a person, or a family, generally comfortable paying for health care costs, but wants a high deductible policy. Also, for fairly young, fairly healthy individuals, an HSA coupled with a High Deductible Health Plan could really work.&#8221;<br/><br/>Health Savings Accounts are not feasible for everyone. Ohio residents who are not interested in HSAs should try to take advantage of alternative plans and programs. &#8220;Ohio has an Open Enrollment Program that takes (uninsured individuals) regardless of pre-existing conditions, but is likely costly&#8221;, Womer Benjamin explains.<br/><br/>HEALTH CARE COVERAGE LEGISLATION<br/><br/>There are currently two bills in the Ohio Legislature, Senate Bill 272 and House Bill 5 / Senate Bill 5 that are generally supported by the Ohio Department of Insurance as methods of expanding access to health insurance coverage.<br/><br/>Senate Bill 272 would repeal the Open Enrollment Program, as well as the Open Enrollment Reinsurance Program. In its place, the Ohio Health Insurance Risk Pool would be created to provide health care coverage to individuals who are unable to obtain affordable health care coverage in any other manner. This would eliminate the annual periods of open enrollment that sickness and accident insurers, health insurance corporations, and multiple employer welfare arrangements (MEWAs) are currently required to hold. &#8220;The Ohio Health Insurance Risk Pool would provide a state fund for those without health insurance coverage. We would support this concept and have various suggestions for funding. We would theoretically be able to reach ten times more individuals than the Open Enrollment Program does currently&#8221;, says Womer Benjamin.<br/><br/>House Bill 5 / Senate Bill 5 would permit small employers to offer health care plans that do not provide benefits otherwise required by law. The bill provides for the operation of health savings accounts that are consistent with federal law, and places a limit on an insured&#8217;s liability for co-payments and deductibles under a health benefit plan. ODI Director Womer Benjamin asserts that the bill &#8220;would provide more options for small businesses, and we are hopeful that that will pass&#8221;.<br/><br/>THE MASSACHUSETTS EXAMPLE<br/><br/>On April 4, 2006, Massachusetts House Bill 4850 was overwhelmingly passed by the state legislature. All Massachusetts residents will be required to obtain health insurance coverage by July 1, 2007. The state&#8217;s plan dictates that businesses with more than ten employees that do not provide health insurance coverage will be charged a fee of as much as $295 a year for each employee. Government subsidies to private insurance plans will provide affordable health insurance to a greater number of the working poor, and individuals who can afford private health plans will be penalized on their state income taxes if they do not have coverage. Should Ohio consider a similar plan in order to achieve nearly universal health insurance coverage? Ohio Department of Insurance Director Ann Womer Benjamin says that we need to &#8220;watch Massachusetts and evaluate the plan&#8217;s success and funding&#8221;. &#8220;Ohio has a larger number of uninsured individuals and is different than Massachusetts, politically.&#8221;<br/><br/>Ohioans have a large selection of health insurance carriers and government programs to choose from. Regardless of the provider, it is extremely important for individuals to obtain a health insurance plan. Director Womer Benjamin emphasizes that she is &#8220;concerned with people who don&#8217;t think they need health insurance coverage&#8221;.<br/><br/>About The Ohio Department of Insurance<br/><br/>The Ohio Department of Insurance (ODI) is an informative resource for those seeking information regarding health insurance options in the state. ODI asserts that its mission is to be &#8220;responsive to and safeguard consumer interests through education and vigilance while promoting a stable and competitive marketplace among insurance providers&#8221;. The Ohio Department of Insurance can help uninsured persons sort through their options, depending on their individual circumstances. A number of professional organizations offer their members a health insurance program as a fringe benefit. This health insurance coverage could be a great way to stay insured if you are uninsurable or have a preexisting condition. This is really like a group health insurance policy. See if you can get access to a membership organization which offers health insurance for preexisting conditions or health insurance for the uninsurable. A valid certification or career experience may be required to join. Other associations might accept your membership without these prerequisites. Look for local and national associations. Even with a yearly membership fee, it still might be worth the money.<br/><br/>Private Individual Health Insurance: If you are without group healthcare coverage from an employer or professional organization health plan, yet you have pre existing conditions that have caused you to be uninsurable, obtaining individual health insurance is probably going be a little tough. Consumers seeking affordable healthcare may be confused by these health cards. They really are not health insurance. You’re still responsible for paying the medical bills. The discount health card simply offers a reduced price for services from participating healthcare providers. They often times make grossly inflated promises on expected benefits and savings. Use caution when purchasing these discount health cards. You may pay more than you save.<br/><br/>Guaranteed Issue Health Insurance: For those who are uninsurable, those with preexisting conditions or someone who just can not afford or qualify for health insurance, then a guaranteed issue health insurance plan may be a good choice. These plans, known as “mini-meds”, are not to be confused with “discount health cards”. These plans are usually quite affordable and offer a considerable amount of coverage. Most pre existing conditions are covered after 12 months. Understand these plans are not basic health insurance or major medical coverage but are limited indemnity plans. This just means the plan pays benefits based on a pre-defined amount per service or procedure. <div><strong>Is it Better without health Insurance?</strong> <br/><br/>We always complaint about the cost of Health Insurance and we would like an explanation about it. Why is it that when you have health insurance you end up paying more than when you do not have it? Yes! You pay more with health Insurance than with out it. There are some serious things to fix in this system. <br/><br/>If you decide to buy your insurance from big companies like Blue Cross or Humana, the cost of your health insurance will be, depending on your circumstances (age, weight, etc), a big part of your salary. The cost of the plans that the insurance companies offer will push you to adjust the rate with an increasing deductible because, the higher the deductible the lower the monthly premium. For instance $2500.00. which has to be met before any amount be paid from the insurance company. <br/><br/>If you happen to get sick or end up in the hospital, in many instances, you will end up paying more than others without health insurance. Why do I say this? Because, if your treatment costs $2000.00., the hospital will ask you for that amount and in top of that you have to be up to date with your insurance payments. If the fiscal year of the health insurance is about to end, the $2500.00 will have to be cover again the following year to be able to utilize the health insurance policy. In other words you are making your insurance payments but you had to pay the full amount of the cost of your treatment. <br/><br/>How about if you did not have any health insurance when you go to the hospital? Well, the hospital or doctor will give you a “non-insured rate” which could be less than half of what corresponds to an insured individual. In other words, if you have insurance you pay $2000.00 but if you do not have any insurance you may pay $800.00. <br/><br/>A specific scenario: If you pay $300.00 per month for your health insurance and you end up using it once in the year on an emergency room situation and you had to pay $2000.00 for the treatment, that particular year your expense will be $5600.00. $3600.00 on insurance fees and $2000.00 for the treatment (plus prescription drugs) and the full amount has to be covered by you. But, if you did not have any health insurance coverage, you may end up paying a total of $800.00 for that year. <br/><br/>Major health insurance may be a good thing to have for expenses over $10000.00 but, of course, you can not get health insurance with a preexisting condition covered from the beginning of the policy. In other words, if you know that you are going to be expending a big amount in hospital fees soon, it will be very difficult to get approved for coverage. If you just want to go to the doctor to get a regular check up, for a cold or small diagnostics and you use your insurance to work towards the deductible, you have a though decision to make. Will I pay $60.00 by telling them that I have no health insurance or should I pay $160.00 and use that money to cover part of my deductible? <br/><br/>Hospitals and health care providers charge more to insured people because they may want to make up for the money lost to patients that have no coverage but, why should people that get health insurance coverage and make their monthly premiums pay for the ones that don’t?. This bring me to the question, is it better no to have major health coverage? Should I let others pay for my insurance expenses? The problem is, to me, that when there is an adjustment made by the governmental insurance regulation departments, is always done in a way that will make people expend more money in doctor fees or insurance coverage. <br/><br/>We need to do something about our health care system because more and more people will soon start seen that it is, in some instances, better no to have health insurance coverage. Money is lost by hospitals and health care providers but more money is lost by health insurance holders. The promise from the government has been that something is going to be done. We can not sit down and wait anymore. <br/><br/>There are many good insurance plans but most of them are tailored for families with high income or, if you are part of the low income population, you may get help from government programs. If you have health insurance in Texas, you may have to wait several months or years before the insurance will pay for claims in regard to that condition.<br/><br/>When you&#8217;re filling out the application for health insurance, it is required that you include the pre-existing condition. Not including it can subject you to not having additional claims paid or your policy may be cancelled. This stipulation holds true for those that have health insurance in Texas.<br/><br/>Your health insurance company in Texas may consider a pre-existing condition to be one where you have received treatment and care prior to having your current health insurance plan. With health insurance in Texas, pre-existing conditions can also be determined with an individual health plan. If you have an individual plan, they will look at your medical history from the past to the present, starting five years back. If you have an employer-sponsored plan, they go back to the last six months. Other health insurance plans use the last twelve months.<br/><br/>There are some health insurance companies that will refuse to cover you if you have a pre-existing condition. If they do cover you, then they can ask for a policy rider. A policy rider will not cover anything related to the treatment of that condition. For health care plans that are sponsored by your employer, there can be a waiting period of up to a year. The waiting period for individual health insurance plans in Texas is two years.<br/><br/>In the state of Texas, regardless of whether or not you have a pre-existing condition, you may still have to go through a waiting period. If that happens to you, the waiting period for pre-existing conditions begins on the first day of the waiting period. If you have health insurance in Texas that is an HMO plan, then you can have a waiting period of no more than three months.<br/><br/>If you already have health insurance in Texas and you&#8217;re switching plans, then you may not have to wait as long. If there is a gap before you get new health care coverage it has to be within two months. If there are any lapses after that, you may have to wait longer to get health insurance.<br/><br/>It&#8217;s very important to know the facts and details about pre-existing coverage with health insurance in Texas. If you have a pre-existing condition, there are still ways that you can get around the loophole. You will definitely need to let your health insurance carrier know that you have a pre-existing condition. Otherwise, you may find yourself without insurance. You will also be putting your health in danger if you&#8217;re not able to pay for the treatments yourself. Just because you have a pre-existing condition does not mean that you are in danger of not having insurance at all.
